Kansas could become the breakaway state that develops renewable energy for regional power needs, capturing the economic benefits and jobs. Webinar participants heard from former FERC Chairman Pat Wood, Lt. Governor of Kansas Mark Parkinson, and the lead author of the ACORE study, Rob Church. At a national level, this study raises the prospect of certain states in each region going for Super-RPS above 100%, to supply renewable energy on a regional basis. Based on ACORE's study, Kansas could adopt a 200% RPS and set the stage for a new era of renewable energy development in the U.S. This could be the equivalent of a "break-away move" in a marathon, shifting the contest from defense to offense - competing for economic growth and jobs. The plan contains an assessment of the state's energy mix, renewable energy resource potential, and opportunities to export renewable electricity to other geographic regions. The study concludes that there is a huge opportunity for Kansas to export renewable energy within its power pool and to other regions which do not possess similar resources. The associated economic impact could be tremendous, bringing highly-paid green collar jobs in construction, installation, O&M, manufacturing and services to the state, and benefiting future generations of Kansans. The ACORE plan considers development potential for wind energy, biopower, and concentrating solar power (CSP).
